I want to ask, does all kit lens have rotating lens when focusing?

It depends on what you call a "kit lens"...
The very basic ones like the Canon 18-55 f/3.5-5.6 IS, Nikon AF-S 18-55m f/3.5-5.6 VR, both have rotating front elements...
The Canon 18-200mm lens has a focus ring that rotates during AF but the front element stays stationary...
However, more upmarket "kit" lenses like the Nikon 18-105 f/3.5-5.6 VR, Canon 17-85mm f/4-5.6 IS USM, Canon 15-85mm f/3.5-5.6 IS USM, and the Canon 24-105mm f/4L IS USM (well it's a $1400 lens as such, but it does come in a "kit" with the 5D-MkII) all have non-rotating front elements and FTM (Full-Time Manual-Focus) enabled...
