Just about everything! They are very different products. Lightroom is all about managing many images; it is a way of cataloging your images and carrying out basic (but very powerful) image wide adjustments.
PS Elements on the other hand is a consumer version of Photoshop. It is designed for doing more complex edits to a single file. Ie you can create adjustment layers, make selections, cut and move selections, cloning, smudging, bluring etc of the image using all sort of brushes etc.
I use Lightroom for 95% of my work. I do all cropping and image adjustments here, and only ever move to elements if I need to do something fiddly or specific to an image.
Hope that helps!
