What policy? Inactive status.

It was put in place so that when we have competitions with prizes, only active members can participate. After all those that actually contribute to the site should get the benefits of the site.

Take our currently voting Photo of the Year. Only those competition winners who did not go inactive during the year are eligible to win the Photo of the Year.

So the inactive status is not about you, it is about actively join in on the site, it is about being able to reward those who do participate on an ongoing basis, and contribute by providing CC and guidance to others. To reward those, we give them more access than those that don't.

It's also about only giving active members access to photos that are copyright of active members. So you post a wonderful photo here and some dude hiding in the BG here decides to steal the photo and post it as their own.:( If this happened they be quickly found out because to steal said photo they'd have to be an active member here.
